A day after Representative Bob Goodlatte (R-Va.) unveiled a comprehensive patent lawsuit reform bill to fight so-called "patent trolls," the House Judiciary Committee chairman came to a Washington, D.C., think tank Thursday to tout his legislation and solicit support for the measure.
Delivering remarks at the American Enterprise Institute [PDF], Goodlatte said the Innovation Act he introduced Wednesday would make it more difficult for patent trolls (also known as patent assertion entities) to file abusive lawsuits, without weakening the overall patent system. Tens of billions of dollars are spent on settlements and litigation connected to abusive patent lawsuits, wasting money that could be used for innovation, he said.
The patent system has become "a playground for litigation extortion and frivolous claims," according to Goodlatte.
