M. Howard Morse, onetime assistant director of the Bureau of Competition at the Federal Trade Commission, has joined Cooley Godward Kronish in Washington as a partner. He previously served as co-chair of the antitrust practice at Drinker Biddle & Reath in Washington, where he practiced for 12 years.
Morse, 50, focuses on antitrust issues, with an emphasis on mergers, acquisitions and joint ventures, as well as alleged monopolization and restraint-of-trade cases. He has represented companies before the FTC, the Department of Justice and state attorneys general.
“Cooley has a strong focus in technology and life sciences and I have focused on antitrust issues in high-tech industries, so it’s a good fit,” he said.
He expects a busy year ahead, adding that his regular clients are coming under the microscope.
“The Obama Administration had made a point to reinvigorate antitrust enforcement and a focus is definitely high tech industries,” he said.
Morse was responsible for more than 50 enforcement actions during his 10 years with the FTC.
