Mark "Thor" Hearne II, who served as national election counsel to President George W. Bush’s 2004 reelection campaign, has joined Arent Fox’s Washington office as a partner in the firm’s political law group.
Before joining Arent Fox, Hearne was the managing partner of Lathrop & Gage's St. Louis office and was based in that firm’s St. Louis office. He will maintain an office in St. Louis.
At Arent Fox, Hearne will advise clients on election, political and campaign finance law and on federal litigation matters. Much of Hearne’s practice is before the Court of Federal Claims and the U.S. Court of Appeals for the Federal Circuit, both of which reside in Washington. Hearne has served as election counsel to federal, state and local political leaders and candidates, political parties, and campaigns.
In June, The National Law Journal reported on Hearne’s work as lead attorney in a class action filed by landowners challenging the conversion of property to a biking trail.
Hearne has previously served as an adviser to the Commission on Federal Election Reform, co-chaired by former President Jimmy Carter and former Secretary of State James Baker III.
Hearne was out of the office and could not be reached for comment.
