The U.S. Attorney's Office for the District of Columbia has appointed three new assistant U.S. attorneys.
Andrew Finkelman will work in the office's Appellate Division, Stephen Rickard in the Misdemeanor Unit of the General Crimes Section, and Carl "Zeke" Ross in the Civil Division.

Andrew, 29, is a 2002 magna cum laude graduate of Columbia University, where he received his Bachelor of Arts degree in History. In 2008, Andrew was awarded his Juris Doctor degree, with highest honors, from the University of Iowa College of Law, where he graduated as a member of the Order of the Coif. While at Iowa, Andrew served on the Iowa Law Review. In 2008, he also was awarded his Masters Degree in Law and Diplomacy from the Fletcher School at Tufts University. Since graduating from law school, Andrew has served as a judicial law clerk to the Senior Judges of the District of Columbia Court of Appeals.
Stephen, 29, is a 2002 magna cum laude graduate of Brown University, where he received his Bachelor of Arts degree in International Relations and Computer Science. In 2006, he was awarded his Juris Doctor degree, summa cum laude, graduating from Boston University School of Law, where he served as a Staff Member and Senior Note Development Editor of the Boston University Law Review. Following law school, Stephen served as a judicial law clerk to the Honorable Joseph L. Tauro, U.S. District Judge for the District of Massachusetts. He then joined the law firm of Foley Hoag as an Associate for one year before leaving to serve as a judicial law clerk to the Honorable Juan R. Torruella, U.S. Court of Appeals for the First Circuit.
Zeke, 31, is a 1999 graduate of Oral Roberts University, where he received his Bachelor of Arts degree in Government and Communication. In 2003, he was awarded his Juris Doctor degree from the William & Mary School of Law, where he served as an Associate Articles Editor of the William & Mary Law Review. Following law school, Zeke served as a judicial law clerk to the Honorable James R. Spencer, Chief Judge, U.S. District Court for the Eastern District of Virginia. Zeke then joined the law firm of Arnold & Porter as an Associate.
