The additional time reflects, at least in part, the desire of the Court to make a comprehensive review and determination. This should be welcome news to all parties. It also provides some guidance to those who will be arguing the matter in chief. Finally, it is my opinion that the Court may issue a sweeping decision which will stand for some time.
