Letters to Russia: The New York Times reports that the Obama administration hand delivered a letter to Russian President Dmitri Medvedev hinting that the United States would be willing to back away from installing a missile defense system system in Poland if Russia would help to keep Iran from developing long-range weapons. Russian hasn't responded yet, but Kommersant, the Moscow newspaper, called the idea a "sensational proposal."
Layoffs Continue: DLA Piper has laid off 20 lawyers and 34 staffers in Asia, The American Lawyer reports via Law.com. The firm's Asian layoffs mark a continuation of the layoffs the firm began almost a month ago. On Feb. 10 the firm laid off 30 lawyers and 100 staff members in the United Kingdom, and on Feb. 12 the firm announced that 80 lawyers and 100 staff would be laid off in the United States.
Jobs in Government? The Washington Post has this report this morning on how President Barack Obama's $3.6 trillion budget proposal may require tens of thousands of new federal employees to implement. Obama's proposal includes a number of new programs that could reverse a generational decline in the size of the government workforce.
OLC Memos: Last night, the Office of Legal Counsel released two memoranda from Steven Bradbury, who left as acting head of the OLC in January, that disown a series of legal propositions made by the office in the wake of Sept. 11, The BLT reported late last night. The office also released several OLC opinions on subjects ranging from military detention of U.S. citizens to the practice of rendition.
