So far Monica Goodling has proved to be an effective and sympathetic witness. But she was tripped up under questioning from Rep. Bobby Scott (D-Va.) about whether she believes she violated the law in taking political loyalties into account during the hiring of career attorneys. "I don't believe I intended to commit a crime," Goodling says, carefully.
That wasn't good enough for Scott, who pressed her on whether or not she knowingly violated laws governing civil service hiring. "I believe I crossed the lines, but I didn't mean to," Goodling says.
Is it illegal to only hire Federalist Society members?
