Rich Man Woes: Under a plan proposed by House Democrats, the richest 2 million U.S. taxpayers would foot much of the cost of an expansion of the nation's health-care system, by imposing a surtax of as much as 5.4 percent on income above $350,000 a yea, The Washington Post reports. The surtax would start at 1 percent and rise to 5.4 percent on income exceeding $1 million.

Robert Bennett, On the Case: The D.C. Council made it official yesterday, unanimously approving a resolution that authorizes Skadden's Robert Bennett to investigate personal service contracts issued by Councilman Marion Barry (Ward 8). Barry himself voted in favor of the resolution.
