Mexico Appeals to World Court: Mexico went before the International Court of Justice on Thursday to seek a halt to U.S. executions of Mexican nationals, according to this AP dispatch. It's the latest twist in a dispute over the failure of U.S. law enforcement officials to alert foreign nationals of their consular treaty rights at time of arrest. The ICJ previously ordered the U.S. to give new hearings to Jose Medellin and other aliens whose treaty rights had been violated, but the U.S. Supreme Court in March allowed states to proceed without new hearings. Medellin's execution in Texas is set for Aug. 5.
