Franklin Tyree Jr., a 49-year old homeless man, should have spent three days in the D.C. jail last fall after being picked up for an open container violation. Problem was, the jail didn't release him until over 100 days later because the Superior Court failed to provide Tyree's release order, officials say.
Oddly, this wasn't the first time Tyree was "overdetained" by D.C.'s Corrections Department. Five years ago, in an almost identical case, the jail also kept him past his release date for more than five months.
